Q: Do all open access journals charge the authors to publish?

Do all open access journals request publication fee from the authors? I came across a journal which is open access but the journal's homepage mentioned the journal doesn’t have an article processing charge or any submission charge. Is this possible?

There is a common misconception that all Open Access (OA) journals ask for mandatory article processing charges (APCs) from the authors. Sometimes the OA journals offer fee waivers to authors depending on the funding situations of the latter. However, there are many OA journals which do not charge authors any fee for submitting and publishing their manuscripts. In fact, as per the metadata available in the Directory of Open Access Journals (DOAJ) majority of the open access journals do not have any APCs.
