Can a person who does not belong to any specific organization be a co-author? Can we submit a paper with his/her affiliation as N/A or blank? He/she is a person who is teaching English conversation independently.

To answer your first question, yes, it is possible for an individual who does not belong to any affiliation to be a coauthor.
To answer your second, no, it is not possible to submit your manuscript with your coauthor's affiliation left blank. However, do not worry, the solution to this is that your coauthor can create an affiliation for himself/herself that he/she can use consistently when publishing papers in the future as well. Since your coauthor teaches English conversation, he/she can create an affiliation related to that and mention the same in the manuscript.
