I am preparing to submit my paper, which is already rejected by two journals, to a third journal. The Editor in Chief of the third journal was also the editor of the first journal. (His rejection comment stated: “you may be able to publish your paper if it would be revised successfully.) In such a case, is there any custom to convey any message to the Editor in Chief in the cover letter?

Three months ago, my paper was accepted in a reputed mathematics journal. The editor then asked me to send the .tex file of the paper in LATEX as per their journal's style and I sent the same. I submitted a manuscript to a journal on September.  After a few days the status changed to under review and after 5 months the status changed to all essential reviews are complete and presently the status is final decision awaited. I received “minor revision” for my paper and resubmitted the revised manuscript. After the resubmission was competed the status of the manuscript was finally changed to “under review” after “editorial assessment” after 6 months. I submitted a manuscript on 25th March 2017 to a journal indexed in Web of Science and it has an impact factor. Since May 2017, the status of my manuscript was reviewers assigned. In February 2018, they sent me message says “We are sorry for the lengthy review, but this paper is not appropriate for our journal. We suggest perhaps submitting to another one". They didn't send me any reviewer comment. Does this mean that they didn't send it for a review?
