Q: Is submitting a desk-rejected paper to another journal regarded as duplicate submission?

Detailed Question -

If I submit a desk rejected paper to another journal without any change, would that be considered a duplicate submission? I think it is not a duplicate submission, because the submission is not done simultaneously. But my supervisor is insisting that it would be a duplicate submission if the same data is submitted without any change in title or contents etc. Is that correct?

As you have correctly pointed out, duplicate submission occurs when the same paper is submitted to two or more journals at the same time. Since your paper has already received a rejection, it is no longer under consideration by the journal. You are now free to submit the paper to another journal in its current form. Whether you choose to make any changes in it is up to you. Even if you submit the same version without any changes, it will not be considered a duplicate submission.
