SCOPUS is a huge database and I’m sure it includes many journals that have a rapid publication option. You can go to the journal list and search by subject area. I searched using Computer Science and Engineering and came up with over 5000 results. Your friend should be able to narrow down the search based on his research topic. He can then go to the website of each of the shortlisted journals and check the review and publication time. This will help him come up with a final list of 4-5 target journals.

Additionally, Elsevier has a journal finding tool that your friend could consider using. Since Scopus is an Elsevier database, he would find journals that are indexed in Scopus. The processing time for articles found on some journal web site are often a far cry from what obtains. I submitted an article to an Elsevier journal with processing time of less than 2 months and I have not received a reviewer reports 8 months after notification that it has been sent to a reviewer and more than a year of submitting it to the journal.
