This seems to indicate that your paper was taken up for peer review, but the review was paused for some reason. This is slightly unusual but not improbable. Perhaps the journal faced some issues with the reviewers' availability and therefore had to pause the peer review of your paper. Perhaps, there were some other unforeseen circumstances at the journal end. 

If you failed to receive a notification when the review was paused and/or it has been a long time since your paper was queued up for peer review, you could write to the journal. You can inquire about the reason for the pause and if there's anything you could do to help, e.g., if you need to provide the journal with additional information or supporting documents. In either case, it is clear that your paper is now undergoing peer review and that you will hear from the journal in due time.

This does not, however, indicate a clear decision about manuscript acceptance or rejection. It would be a good idea to wait for the peer review to be completed and to hear the journal's decision about your paper.
