In response to this, Robert-Jan Smits, the mastermind behind Plan S, said, \u201cWe knew China was reflecting to join us \u2014 but that it would join as so soon and unambiguously is an enormous surprise.\u201d <\/span><\/span><\/span><\/p>\n<p style=\"text-align: justify; margin: 0in 0in 10pt;\"><span style=\"font-size: 11pt;\"><span style=\"line-height: 115%;\"><span style=\"font-family: Calibri,sans-serif;\">Xiaolin Zhang, who chairs the Strategic Planning Committee of NSTL at the Ministry of Science and Technology in Beijing, has confirmed that the outcome of all publicly funded Chinese research will be publicly available as soon as China adopts Plan S. He added that, \u201cAny notion that open access has little traction in China is misleading.\u201d Although most of the research in China is behind paywalls, Zhang believes that this is set to change. He indicated that China would even try to strike <a style=\"color: blue; text-decoration: underline;\" href=\"https:\/\/www.editage.com\/insights\/german-and-swedish-academic-institutions-lose-access-to-elsevier-publications\/\">\u201cread and publish<\/a><span class=\"MsoHyperlink\" style=\"color: blue;\"><span style=\"text-decoration: underline;\">\u201d<\/span><\/span> deals with publishers to facilitate the accessibility of Chinese academics to scientific literature.<\/span><\/span><\/span><\/p>\n<p style=\"text-align: justify; margin: 0in 0in 10pt;\"><span style=\"font-size: 11pt;\"><span style=\"line-height: 115%;\"><span style=\"font-family: Calibri,sans-serif;\">For many publishers, China\u2019s position regarding open access was unexpected. \u201cWe were under the impression that open access isn\u2019t quite as urgent an issue in China as it is in Europe and the United States. If it is indeed, we are more than happy to engage,\u201d said Daniel Ropers, chief executive officer of Springer Nature. \u00a0<\/span><\/span><\/span><\/p>\n<p style=\"text-align: justify; margin: 0in 0in 10pt;\"><span style=\"font-size: 11pt;\"><span style=\"line-height: 115%;\"><span style=\"font-family: Calibri,sans-serif;\">Awareness about open access is growing in China. And while Chinese academics seem keen on supporting this movement, some researchers are concerned about how Plan S will change the publishing landscape.
