This stance is based on the learnings of an <span class=\"MsoHyperlink\" style=\"color:#0563c1\"><span style=\"text-decoration:underline\"><a href=\"https:\/\/www.ukri.org\/files\/about\/policy\/edi\/ukri-bullying-and-harassment-evidence-review-pdf\/\" style=\"color:#0563c1; text-decoration:underline\">evidence review<\/a><\/span><\/span> by The Global Institute for Women\u2019s Leadership (at King\u2019s College London) that UKRI commissioned earlier this year. The organization worked for over a year to shape this policy meant to prevent bullying and harassment in academia.<\/span><\/span><\/span><\/span><\/span><\/p>\n<p style=\"margin-bottom:.0001pt; text-align:justify; margin:0in 0in 8pt\"><span style=\"font-size:11pt\"><span style=\"line-height:115%\"><span style=\"tab-stops:220.5pt\"><span style=\"font-family:Calibri,sans-serif\"><span style=\"font-family:&quot;Arial&quot;,sans-serif\">The <span class=\"MsoHyperlink\" style=\"color:#0563c1\"><span style=\"text-decoration:underline\"><a href=\"https:\/\/www.ukri.org\/news\/ukri-announces-next-steps-in-tackling-bullying-and-harassment\/\" style=\"color:#0563c1; text-decoration:underline\">key action points<\/a><\/span><\/span> according to the statement are:<\/span><\/span><\/span><\/span><\/span><\/p>\n<ul>\n<li style=\"text-align: justify; margin: 0in 0in 8pt;\"><span style=\"font-size:11pt\"><span style=\"line-height:115%\"><span style=\"tab-stops:220.5pt\"><span style=\"font-family:Calibri,sans-serif\"><span style=\"font-family:&quot;Arial&quot;,sans-serif\">Going forward, UKRI will provide funding only to those applicants who have frameworks and measures in place to prevent and address bullying and harassment at workplace.<\/span><\/span><\/span><\/span><\/span><\/li>\n<li style=\"text-align: justify; margin: 0in 0in 8pt;\"><span style=\"font-size:11pt\"><span style=\"line-height:115%\"><span style=\"tab-stops:220.5pt\"><span style=\"font-family:Calibri,sans-serif\"><span style=\"font-family:&quot;Arial&quot;,sans-serif\">Applicants should follow the <span class=\"MsoHyperlink\" style=\"color:#0563c1\"><span style=\"text-decoration:underline\"><a href=\"https:\/\/www.acas.org.uk\/media\/4864\/Advice-leaflet---Bullying-and-harassment-at-work-a-guide-for-managers-and-employers\/pdf\/Bullying-and-harassment-in-the-workplace-a-guide-for-managers-and-employers.pdf\" style=\"color:#0563c1; text-decoration:underline\">guidelines<\/a><\/span><\/span> by Advisory, Conciliation and Arbitration Service (Acas), a well-recognized advisory body for UK employers and managers, including UKRI.<\/span><\/span><\/span><\/span><\/span><\/li>\n<li style=\"text-align: justify; margin: 0in 0in 8pt;\"><span style=\"font-size:11pt\"><span style=\"line-height:115%\"><span style=\"tab-stops:220.5pt\"><span style=\"font-family:Calibri,sans-serif\"><span style=\"font-family:&quot;Arial&quot;,sans-serif\">In cases where it receives consistent evidence that institutions are failing to meet the expectations of the Equality Act, UKRI may consider approaching Equality and Human Rights Commission (EHRC), which operates as the UK\u2019s equality body, for redressal.<\/span><\/span><\/span><\/span><\/span><\/li>\n<\/ul>\n<p style=\"margin-bottom:.0001pt; text-align:justify; margin:0in 0in 8pt\"><span style=\"font-size:11pt\"><span style=\"line-height:115%\"><span style=\"tab-stops:220.5pt\"><span style=\"font-family:Calibri,sans-serif\"><span style=\"font-family:&quot;Arial&quot;,sans-serif\">UKRI has also laid out a three-year plan to support applicants in working toward these goals. In this timeframe, UKRI will undertake research to understand the factors for bullying and harassment in research environments and also develop resources for the reporting and redressal of complaints.<\/span><\/span><\/span><\/span><\/span><\/p>\n<p style=\"margin-bottom:.0001pt; text-align:justify; margin:0in 0in 8pt\"><span style=\"font-size:11pt\"><span style=\"line-height:115%\"><span style=\"tab-stops:220.5pt\"><span style=\"font-family:Calibri,sans-serif\"><span style=\"font-family:&quot;Arial&quot;,sans-serif\">Expanding on UKRI\u2019s vision, Jennifer Rubin who is Executive Chair of Economic and Social Research Council (ESRC) and UKRI Champion for Equality, Diversity and Inclusion, <a href=\"https:\/\/www.ukri.org\/about-us\/equality-diversity-and-inclusion\/tackling-bullying-and-harassment\/\" style=\"color:#0563c1; text-decoration:underline\">said<\/a>: \u201cBullying and harassment is detrimental to individual careers and experience. It\u2019s also destructive of the wider culture and environment for research and innovation. It is crucial that we use our position as the UK\u2019s main public funder to promote a research environment in which all are shown respect.\u201d<\/span><\/span><\/span><\/span><\/span><\/p>\n<p style=\"margin-bottom:.0001pt; text-align:justify; margin:0in 0in 8pt\"><span style=\"font-size:11pt\"><span style=\"line-height:115%\"><span style=\"tab-stops:220.5pt\"><span style=\"font-family:Calibri,sans-serif\"><span style=\"font-family:&quot;Arial&quot;,sans-serif\">UKRI started work in the direction of safe and respectful places in research shortly after its formation in April last year and close on the heels of <span class=\"MsoHyperlink\" style=\"color:#0563c1\"><span style=\"text-decoration:underline\"><a href=\"https:\/\/www.sanger.ac.uk\/news\/view\/result-independent-investigation-whistleblowing-allegations-released\" style=\"color:#0563c1; text-decoration:underline\">allegations of bullying against Sir Mike Stratton<\/a><\/span><\/span>, Director of the Wellcome Sanger Institute, in August last year. Against this backdrop, UKRI\u2019s Chief Executive Sir Mark Walport had indicated that UKRI might even consider \u201c<span class=\"MsoHyperlink\" style=\"color:#0563c1\"><span style=\"text-decoration:underline\"><a href=\"https:\/\/www.timeshighereducation.com\/news\/ukri-chair-promises-radical-approach-tackling-harassment\" style=\"color:#0563c1; text-decoration:underline\">removal and reallocation of funding when requirements are not met or allegations have been upheld<\/a><\/span><\/span>.\u201d The position statement though makes no reference to withdrawing funding. However, it does state that in the next update to its funding terms and conditions in 2020, UKRI will share the actions it will take if its expectations are not met. <\/span><\/span><\/span><\/span><\/span><\/p>\n<p style=\"margin-bottom:.0001pt; text-align:justify; margin:0in 0in 8pt\"><span style=\"font-size:11pt\"><span style=\"line-height:115%\"><span style=\"tab-stops:220.5pt\"><span style=\"font-family:Calibri,sans-serif\"><span style=\"font-family:&quot;Arial&quot;,sans-serif\">The organization may have decided to defer the decision to withdraw funding based on a suggestion in the evidence review that \u201cit is still an open question\u201d whether withdrawing funding will bring about the desired culture change or result merely in token compliance. Also, such a measure may ironically lead researchers to refrain from registering complaints for fear of losing grants that they have spent years working for. Responding to the deliberation over the decision, Rubin told <span class=\"MsoHyperlink\" style=\"color:#0563c1\"><span style=\"text-decoration:underline\"><i><a href=\"https:\/\/www.timeshighereducation.com\/news\/tying-funding-tackling-bullying-could-feed-secrecy-ukri-told?utm_source=THE%20Website%20Users&amp;utm_campaign=06113bae3b-EMAIL_CAMPAIGN_2019_10_21_01_49&amp;utm_medium=email&amp;utm_term=0_daa7e51487-06113bae3b-74503361\" style=\"color:#0563c1; text-decoration:underline\">Times Higher Education<\/a><\/i><\/span><\/span>, \u201cIf withdrawing funding becomes the evidence-supported thing to do, we are absolutely happy to go there.\u201d<\/span><\/span><\/span><\/span><\/span><\/p>\n<p style=\"margin-bottom:.0001pt; text-align:justify; margin:0in 0in 8pt\"><span style=\"font-size:11pt\"><span style=\"line-height:115%\"><span style=\"tab-stops:220.5pt\"><span style=\"font-family:Calibri,sans-serif\"><span style=\"font-family:&quot;Arial&quot;,sans-serif\">Nevertheless, UKRI has taken important first steps in the creation of a safer and respectful research workplace and also provided the lead for others \u2013 the world over \u2013 to follow. <\/span><\/span><\/span><\/span><\/span><\/p>\n<p style=\"margin-bottom:.0001pt; text-align:justify; margin:0in 0in 8pt\"><span style=\"font-size:11pt\"><span style=\"line-height:115%\"><span style=\"tab-stops:220.5pt\"><span style=\"font-family:Calibri,sans-serif\"><span style=\"font-family:&quot;Arial&quot;,sans-serif\">Bullying and harassment lead to, among other consequences, feelings of negativity and inadequacy in individuals (as narrated in this <span class=\"MsoHyperlink\" style=\"color:#0563c1\"><span style=\"text-decoration:underline\"><a href=\"https:\/\/www.editage.com\/insights\/the-long-term-effects-of-bullying-in-the-workplace\/\" style=\"color:#0563c1; text-decoration:underline\">deeply personal researcher story<\/a><\/span><\/span>) and the creation of a hostile environment and consequent loss of productivity at the workplace. <\/span><\/span><\/span><\/span><\/span><\/p>\n<p style=\"margin-bottom:.0001pt; text-align:justify; margin:0in 0in 8pt\"><span style=\"font-size:11pt\"><span style=\"line-height:115%\"><span style=\"tab-stops:220.5pt\"><span style=\"font-family:Calibri,sans-serif\"><span style=\"font-family:&quot;Arial&quot;,sans-serif\">How do you think we can work toward a mentally and emotionally safer and respectful research workplace?
