On May 30, 2018, the ruling Communist Party and the State Council issued new guidelines according to which the conduct of scientists and institutions would be recorded and assessed for academic integrity. <\/span><\/span><\/span><\/p>\n<p style=\"text-align: justify; margin: 0cm 0cm 10pt;\"><span style=\"font-size: 11pt;\"><span style=\"line-height: 115%;\"><span style=\"font-family: Calibri,sans-serif;\">Earlier this year, China surpassed the U.S. to become the <a style=\"color: blue; text-decoration: underline;\" href=\"https:\/\/www.editage.com\/insights\/china-beats-the-u-s-to-become-worlds-largest-producer-of-science-publications\/\">world&#8217;s largest producer of science publications<\/a>. However, the country has witnessed several cases of academic misconduct over the years such as the <a style=\"color: blue; text-decoration: underline;\" href=\"https:\/\/www.editage.com\/insights\/springer-announces-mass-retraction-of-107-papers-by-chinese-authors\/\">mass retraction of papers<\/a> by Springer due to peer review manipulation. The Chinese government believes that such incidents have \u201c<a style=\"color: blue; text-decoration: underline;\" href=\"https:\/\/uk.reuters.com\/article\/uk-china-science\/china-issues-rules-to-get-tough-on-academic-integrity-idUKKCN1IW02A\">dented China\u2019s reputation as a growing force in the world of scientific research<\/a>,\u201d reports Reuters. It, therefore, wants to ensure that academic integrity is maintained as the country continues to make progress on the research front. <\/span><\/span><\/span><\/p>\n<p style=\"text-align: justify; margin: 0cm 0cm 10pt;\"><span style=\"font-size: 11pt;\"><span style=\"line-height: 115%;\"><span style=\"font-family: Calibri,sans-serif;\">As per the new guidelines:<\/span><\/span><\/span><\/p>\n<ul>\n<li style=\"text-align: justify; margin: 0cm 0cm 10pt;\"><span style=\"font-size: 11pt;\"><span style=\"line-height: 115%;\"><span style=\"font-family: Calibri,sans-serif;\">Practices such as plagiarism, fabrication of data and research conclusions, ghost writing, and peer review manipulation will be strictly prohibited and the guilty will be peanlized.<\/span><\/span><\/span><\/li>\n<li style=\"text-align: justify; margin: 0cm 0cm 10pt;\"><span style=\"font-size: 11pt;\"><span style=\"line-height: 115%;\"><span style=\"font-family: Calibri,sans-serif;\">Intermediary agencies indulging in practices such as selling scientific papers, forging data, ghost-writing papers, etc. will also be punished. <\/span><\/span><\/span><\/li>\n<li style=\"text-align: justify; margin: 0cm 0cm 10pt;\"><span style=\"font-size: 11pt;\"><span style=\"line-height: 115%;\"><span style=\"font-family: Calibri,sans-serif;\">Journals that demand high publication fees but do not follow the highest standards of quality while demanding high fees will be blacklisted.<\/span><\/span><\/span><\/li>\n<li style=\"text-align: justify; margin: 0cm 0cm 10pt;\"><span style=\"font-size: 11pt;\"><span style=\"line-height: 115%;\"><span style=\"font-family: Calibri,sans-serif;\">Researchers who are found guilty of academic misconduct will be banned from teaching or conducting research, their awards will be revoked, or their research grants will be cancelled.<\/span><\/span><\/span><\/li>\n<\/ul>\n<p style=\"text-align: justify; margin: 0cm 0cm 10pt;\"><span style=\"font-size: 11pt;\"><span style=\"line-height: 115%;\"><span style=\"font-family: Calibri,sans-serif;\">The responsibility to ensure that the guidelines are enforced and followed will be shouldered mainly by China&#8217;s Ministry of Science and Technology (MOST) and the Chinese Academy of Social Sciences (CASS).
