Does this mean that the paper is still being reviewed by an editor internally? Or it has been sent to external peer review? The status has been like this for 4 weeks.

Since the status is EA: Name of Editor "Under Reviewā€¯, it seems like the paper is still being screened by the journal and has not yet been sent to peer reviewers. The status shows that the Editorial Assistant (EA) has yet to complete the initial checks on the paper. This is not very uncommon, since the initial screening may take a few weeks.
