Where should the conceptual framework be placed in a research paper?

Is it a problem if my conceptual framework does not match an existing theory?
No. A conceptual framework is not required to align with any single established theory, because you construct it yourself from multiple sources, including empirical findings, practitioner knowledge, and your own reasoning.
The requirement is logical coherence. Every element must be justified by evidence or sound argument, and every relationship must be defensible. Where no theory covers your context, an original framework is a legitimate scholarly contribution.
