Q: Does the status "accepted conditionally with mandatory revision" mean Minor revision?

Detailed Question -

I have submitted a paper in IEEE TED, and got the decision - accepted with mandatory revision. Does it mean Minor revision? Does the manuscript with this decision, go back to the original/new reviewers or the editor him/herself evaluate the manuscript?  Kindly reply.  Thanks in advance.

Firstly, congratulations on the acceptance of your paper! Generally, mandatory revisions that come with conditional acceptance pertain to the guidelines of the journal, wherein the author has to ensure that the article complies with the ethical policies of the journal. You are likely to comply with them successfully, thus getting confirmation of acceptance. These revisions need not go to the reviewers, and only the Editor-n-chief can take a call.

In some cases, there would be a technical aspect that you must have mentioned in any of your prior responses to reviewers, and now they want you to include that in the manuscript. For this reason, your manuscript will be sent back to the reviewer. However, you need not worry. The decision will be quick and positive.
