You would need to recommend reviewers who you are familiar with (that is, from your network). They would be more likely to accept the request for review. Anyone external would likely turn down your request or take a long time to get back (as they would not know or be familiar with your work). So, you could look around deeper in your network, perhaps asking your colleagues, seniors, and supervisors. You could even check in any group or forum you are part of, whether physical or virtual. If you are really not able to find one, you should leave it to the journal to decide on the reviewers.
