Q: What does the status "In editing" mean when a decision note says "Decline submission"?

I submitted my paper in the journal Education and Science. The status is now " In editing" but an editor's decision section note says "Decline the submission" I don't understand what this means. Is my submission accepted or rejected?

From your description, it seems that your paper has been rejected. However, ideally you should have also received a decision letter. My assumption is that the decision has been taken internally and will be communicated to you soon. However, if you don't received a decision letter within a week, it would be best to write to the journal inquiring what the status is and whether you will receive a decision letter.
