After submitting, the status changes from QC to Under Editorial Consideration, then to Under Review. What does Under Review here mean?

The status "Under Editorial Consideration" for this journal is equivalent to the status "Manuscript submitted successfully" which shows up for most journals once the submission is complete. You must have received the manuscript ID by now. The next status "Under review" in my opinion refers to the admin check which is conducted by editorial assistants to ensure that the journal's basic requirements with regards to length, formatting, etc. have been met. Once this is done, the paper will be assigned to an Associate Editor (AE) who will conduct the initial editorial screening and send your paper for peer review.
