For the word limit of the manuscript, the Author Guidelines only state ‘4,500 words (all inclusive).’ I assume that it should include the abstract, body [sections], references, and figure legends, but I’m not sure whether the title page and authors’ contributions should be counted. At the time of submission, figures and tables are to be sent in separate files as attachments.

For most journals, the title page and authors’ contributions are not included in the word limit. Actually, even the abstract and references are not considered, but this could differ across journals. Some journals do specify what’s included, but for those that do not, you should try not to exceed the word limit too much. In the first draft, you should concentrate on getting your points in place.
