The background of a study has to provide the context for the study – why the study is needed, what gaps it aims to address, and what new information or insights it aims to provide. The introduction has to talk about how your study will do that, by discussing the research question(s), the research objective(s), the problem statement, and the hypothesis (if any).

All this will come from your existing knowledge around the topic and also from new knowledge you will gain from doing a comprehensive literature search around the particular topic and related topics. The information from the literature search will feed into the introduction, through citations/references you can provide.
