Q: Is there a case where there is no “Under Editor Evaluation” status?

I submitted a manuscript to the journal Cities of Elsevier. It looks the manuscript status was directly updated from Under Review to Decision in Process without Under Editor Evaluation. Is there such a case? Is there a high probability of rejection?
