Q: Why am I not receiving the decision from the journal even after two rounds of revision?

I submitted a research paper to an Elsevier journal. After 4 months, I got a major revision decision. I submitted my revised paper and after one month, received comments from reviewers. The editor wrote: "I am pleased to inform you that the article cited above which you submitted for possible publication in XXXX has received favorable reviews from the referees. However, they suggested some modifications to be implemented before the manuscript is published. Copies of the referees' comments are appended below"

I submitted my paper at the end of March but still the journal status shows "Under review." What decision can I expect from the journal?
